Citizen reports tell us where to look. Autonomous ground rovers are planned as the physical verification layer: patrolling, photographing and confirming what is actually on the street.
Reports depend on someone noticing, and on the photo being good.Rovers are meant to add consistent, repeatable ground truth, starting in the two cities where Basis is active.

Phase 00: data collection
Citizen reports are already being received. This is the data layer that everything else builds on.
Phase 01: Mumbai and Pune
Planned physical patrols in Mumbai and Pune, with multi-sensor rigs, cameras and on-board computer vision.
Phase 02: more cities
Planned expansion to other major Indian cities once the approach is proven.
